I can offer the Marxist theory of the purpose of a state under capitalism: Capitalism inherently causes conflict, buyer and seller need each other yet each one would do better materially by ensuring the other does worse. They’re going backwards in terms of requirements for caregivers. It’s cheaper to defund large programs and hire people as individual direct supports regardless of their resume as long as they have a clean BCI.
