I was moreso referring to people who either plan to be able to flee the country or who plan on doing some “legal-if-jury-nullification” actions themselves.

After all, none of the small German resistance during the nazi era would’ve been able to do anything had their identities been known to the regime. The same applies to guerilla warfare against far more powerful enemies. Remaining low profile allows for dealing the most damage possible.

Being loud and public only works for democracies, not for fascist dictatorships.
